Explanation of Material Transmitted: This chapter is rescinded as the underlying Small Business Administration (SBA)/National Institutes of Health (NIH) Memorandum of Understanding which authorized an administrative waiver of the requirements at FAR 19.805- 1 to compete 8(a) acquisitions over $5,000,000 (for acquisitions assigned manufacturing North American Industry Classification System (NAICS) codes) or over $3,000,000 (for all other acquisitions) expired on February 19, 2006 and was not and will not be renewed.
