1. Explanation of Material Transmitted: This chapter was written at a time when Requests for Proposals (RFPs) were issued manually in hard copy and the NIH recognized a need to reduce the amount of paper in a standard RFP. Since the issuance of this manual, the Federal Acquisition Regulation (FAR) 5.102(a)(1) now requires that, except as provided at FAR 5.102(a)(5), “the contracting officer must make available through the Government-wide Point of Entry (GPE) solicitations synopsized through the GPE” (i.e., the FedBizOpps). This requirement effectively eliminates the need to provide streamlined RFPs. Therefore this Manual Chapter is being rescinded. 

   The Federal Acquisition Regulation (FAR) should be consulted (http://www.arnet.gov/far/) for the most current guidance regarding solicitations issued through the GPE.
